Hon'ble Minister at WINGS 2020 curtain raiser

Shri K. T. Rama Rao, Hon'ble Minister for IT, Government of Telangana has participated as Guest of honour in the curtain Raiser of WINGS 2020 in New Delhi on 09-01-2020.
Shri Hardeep Singh Puri, Hon’ble Minister of State (IC), Ministry of Civil Aviation, Minister of State (IC), Ministry of Housing and Urban Affairs and Minister of State, Ministry of Commerce and Industry, Govt. of India  Shri Pradeep Singh Kharola, IAS, Secretary, Ministry of Civil Aviation, Govt. of India, Senior officials from Civil Aviation and other Ministries, Aviation and Aerospace industry leaders have participated in the programme.
He thanked the Hon’ble Minister of State for Civil Aviation and Secretary-Civil Aviation for inviting him to address at the curtain raiser event for Wings India 2020.
He expressed immense pleasure for WINGS India 2020, the largest Civil Aviation event in India is getting hosted in Begumpet Airport, Hyderabad. he is also delighted that the Global Aviation Summit, which used to be hosted in Mumbai, is also brought to Hyderabad this time. 
It is a great honour to host the leaders of global and domestic Aviation industry and I am sure will help us showcase our vibrant aviation and aerospace ecosystem.
Telangana and Hyderabad. Further he said that Telangana is the fastest growing State in India recording 14.9% Gross State Domestic Product (GSDP) growth in 2018-19
Telangana stood top of World Bank’s Ease of Doing business rankings two years in a row. The Telangana State Industrial policy TS i-PASS is rated amongst the best in the country. and the capital city- Hyderabad is ranked the ‘Most Liveable City in India’ by Mercer, 5 years in a row.
It is a cosmopolitan city offering the best infrastructure and pleasant weather almost throughout the year.
Policy thrust
Aviation and Aerospace is a thrust sector for our State Government. During the last edition of WINGS 2018, Telangana won the Best State Award for the State with most progressive outlook on the Sector.
He said that Telangana is among the first States to slash the VAT on ATF from 16% to 1% setting an example for other States. This decision has given significant boost to regional Airline industry, prompting leading operators such as Spice jet and Indigo to expand their operational base in Hyderabad.
Airports and Heliports
Our primary Airport - The GMR Rajiv Gandhi International Airport in Hyderabad is ranked the Best Airport in its class. It has recently won the awards for the Best Regional Airport and the Best Airport Staff Service, in the Skytrax World Airport Awards in 2019.
In line with the theme of the event “Flying for All” we are now planning to re-activate old airports, create green-field airports and establish a chain of heliports to connect the remote parts of our State.
It would help connect distant districts such as Adilabad and allow easy access to high footfall Tourist destinations such as Yadadri.
He has requested the Central Government’s funding support for creating the infrastructure and request the Ministry for necessary approvals.
We are currently working with various stakeholders to make the Warangal airport functional. It will boost regional air transport and support the Mega Textile Park and the Information technology hub launched in the city. We also intend to open a Heliport in Warangal Airport on subsidy basis such that investors and operators find it viable.
A greenfield airport is planned at Kothagudam  which can connect the coal belt, mines and power sector ecosystem around Khammam district.
An airport is also proposed at Jakranpally which will support the upcoming Pharma City NIMZ.
MRO (Maintenance Repair and Overhaul)
We see a MRO as a great opportunity for investment and high value employment creation and aspire to be a hub for Airline and Engine MROs activities.
The State currently has two MROs operated by GMR and Air India.
We are in active discussion with various OEMs and operators and are told that our ecosystem offers the best infrastructure and skill base for MROs in India.
Drones
Telangana is the first State to come up with its own Drone policy to develop an ecosystem for the drone/ UAV industry.  The State Government is actively working with start-ups and industry partners to pilot drone use-cases in Healthcare, Agriculture, Mining, Law enforcement etc.
The State has envisioned Telangana Drone city to support Drone testing, skilling R&D and Commercialisation. I would like to thank Ministry of Civil Aviation for the excellent support we have received so far and request fast tracked permissions for our various pilots and training initiatives.

Aerospace Manufacturing
Telangana made massive growth in Aerospace sector in the past five years. Hyderabad has emerged as the most preferred aerospace manufacturing destination in India for Global OEMs.
Leading Aerospace majors such as Lockheed Martin, Boeing, GE, Safran, Rafael, Elbit etc have established their mega manufacturing facilities in Hyderabad.
Amongst leading Indian players, TATA group does more than 90% of their Aerospace manufacturing from Hyderabad. Adani Group and Kalyani Group are also expanding their Aerospace and allied projects in Telangana.
We also have a  strong local private industry with over 25 large companies and over 1,000 MSMEs and many of them are already integrated to global OEM supply chains.
Infrastructure:
Today we have 4 dedicated Aerospace parks, over 50 general engineering parks to catering to precision engineering industry.
Our various Electronics Manufacturing Clusters, Hardware parks and Technology SEZs also hosts a large number of Aerospace firms.
Skill Development:
The biggest strength of Hyderabad aerospace ecosystem, is the availability of highly skilled and industry ready workforce
To make world class skilling accessible at affordable rates, we have partnered with global institutions.
Today Embry Riddle Aeronautical University (US), Cranfield University (UK) and Aerocampus Aquitaine (France) offers need-based Aerospace certification courses in Hyderabad at relatively affordable rates.
State run skilling agency - Telangana Academy of Skill and Knowledge (TASK) runs various job oriented aerospace skilling programmes.
The Government is now planning to establish a World class Aerospace University in Telangana in partnership with industry and global universities.
Innovation and Start-ups:
We have established several new-age institutions to encourage innovation and support the start-up ecosystem.
T-Hub, India’s largest technology incubator and T-works, the largest hardware incubator coming up in Hyderabad are expected to facilitate more home-grown Aerospace hardware startups.
Thub is already partnered with Aviation majors such as Boeing, Pratt and Whitney and Collins Aerospace to accelerate startups in Aviation and Aerospace sector. 
Conclusion:
Thus, in a short span of time, Telangana has emerged as the most exciting and well supported Aviation and Aerospace ecosystem in India
I once again thank the Ministry of Civil Aviation for choosing Hyderabad for WINGS India 2020 and Global Aviation and happy to see it as the permanent venue for both these Aviation events going forward.

భారత ప్రభుత్వం ప్రతిష్టాత్మకంగా నిర్వహిస్తున్న ఏయిరో స్పేస్ షో “ వింగ్స్ ఇండియా-2020” కార్యక్రమ సన్నాహక సమావేశంలో మంత్రి కె.తారక రామారావు పాల్గోన్నారు. డీల్లీలో జరిగిన ఈ సమావేశంలో పారిశ్రామిక వర్గాల ప్రతినిధులు, రాష్ర్టాలు, కేంద్ర పాలిక ప్రాంతాల ప్రతినిధులు, ఏయిరోస్పేస్, ఢిపెన్స్ కంపెనీల టాప్ లీడర్ షిప్ (ప్రతినిధులు) పాల్గోన్నారు. ఈ సమావేశంలో మంత్రి కెటి రామారావు  ప్రసంగించారు. ఈ సన్నాహక సమావేశంలో ప్రసంగించేందుకు అవకాశం ఇచ్చిన కేంద్ర పౌరవిమానయాన శాఖ మంత్రి హర్దీప్ సింగ్ పూరికి మంత్రి దన్యవాదాలు తెలిపారు. వింగ్స్ ఇండియా 2020తోపాటు గ్లోబల్ ఏవియేషన్ సమ్మిట్ సదస్సును హైదరాబాద్ లో  నిర్వహస్తున్నందుకు దన్యవాదాలు తెలిపారు. తెలంగాణ రాష్ర్టం దేశంలోని ప్రగతి శీల రాష్ర్టాల్లో ఒకటని, వేగంగా అభివృద్ది చెందుతున్న రాష్ర్టమని మంత్రి కెటియార్ తెలిపారు. తెలంగాణ ప్రభుత్వ పాలసీలు, ప్రభుత్వ పనితీరు వలన ఈజ్ అఫ్ డూయింగ్ బిజినెస్ ర్యాంక్ లో ఆగ్రస్ధానంలో నిలిచిందని తెలిపారు. తెలంగాణకు ఏయిరో స్పేస్, డిఫెన్స్ రంగాలకు ప్రాధాన్యత రంగ హోదా ఇచ్చిందని, తెలంగాణలో ఈ రంగంలో పెట్టుబడులకు మరిన్ని అవకాశాలున్నాయన్నారు. తెలంగాణ ఏర్పడిన తర్వతా గత ఇదున్నర సంవత్సరాలుగా ఏయిరోస్పేస్, ఢిపెన్స్ రంగం ఈకో సిస్టమ్ భాగా వృద్ది చెందిందని తెలిపారు. ఏయిరోస్పేస్ మ్యాన్యూఫాక్చరింగ్ లో ప్రపంచ స్ధాయి కంపెనీలైన బోయింగ్, జీఈ, సఫ్రాన్, రాఫేల్, లాక్ హీడ్ మార్టిన్ వంటి కంపెనీలు తెలంగాణకు వచ్చాయన్నారు. దీంతోపాటు స్థానికంగా సూమారు 1000 ఏయిరోస్పేస్, ఢిఫెన్స్ కంపెనీలు యంయస్ యంఈ రంగంలో ఉన్నాయన్నారు. తెలంగాణలో 4 ఏయిరో స్పేస్ పార్కులున్నాయని, అనేక ఏలక్ర్టానిక్స్ మ్యానిఫాక్చరింగ్ క్లస్టర్స్, హర్డ్ వేర్ పార్కులు, టెక్నాలజీ సెజ్ లున్నాయన్నారు. ఏయిరోస్పేస్ రంగంలోని శిక్షణ రంగంలోనూ హైదరాబాద్ అగ్రగామిగా ఉన్నదని తెలిపారు. ఇన్నోవేషన్ రంగంలో టిహబ్, విహబ్ ఉన్నాయని, త్వరలో ప్రారంభం కానున్న టి వర్క్స్ ద్వారా ఏయిరోస్పేస్, ఢిఫెన్స్ రంగంలో వినూత్నమైన అలోచనలు ముందుకు వచ్చే అవకాశం ఉన్నదని తెలిపారు. ఇప్పటికే టిహబ్ బోయింగ్, ప్రాట్ అండ్ విట్నీ, కోలిన్స్ ఏయిరోస్పేస్ స్టార్ట్ అప్స్ కంపెనీలతో పనిచేస్తున్నదని తెలిపారు.  దేశంలోని తొలిసారిగా డ్రోన్ పాలసీ తీసుకువచ్చిన తొలి రాష్ర్టం తెలంగాణ అని మంత్రి తెలిపారు.
 ఏయిరోస్పేస్ రంగానికి సైతం తెలంగాణ ప్రభుత్వం అత్యంత ప్రాధాన్యత ఇస్తుందని, ఏటియఫ్ పైన 16 శాతం నుంచి 1శాతం తగ్గించిన రాష్ర్టం తెలంగాణ అన్నారు. దీని వలన ప్రాంతీయ ఏయిర్ లైన్స్ పరిశ్రమ వృద్దికి ఉపయుక్తంగా ఉందన్నారు. హైదరాబాద్ లో ఉన్న అంతర్జాతీయ ఏయిర్ పోర్ట్ అత్యుత్తమ ప్రమాణాలతో అభివృద్ది చెందుతున్నదని, ఇప్పటికే అనేక అంతర్జాతీయ అవార్డులు వచ్చాయన్నారు. ‘ఫ్లైయింగ్ ఫర్ అల్’ అనే నినాదంతో జరిగే వింగ్స్ ఇండియా 2020 కార్యక్రమ స్పూర్తి మేరకు ఏయిరో స్పేస్ రంగం మరింత అభివృద్ది చెందాల్సిన అవసరం ఉందన్నారు. ఈ మేరకు వరంగల్, అదిలాబాద్, కొత్తగూడెం, జక్రాన్ పల్లి, పెద్దపల్లి, మహబూబ్ నగర్(అద్దకల్)లల్లో ఏయిర్ పొర్టుల ఏర్పాటు,  వరంగల్లో ఐటి క్లస్టర్, ఫార్మాసిటీ వంటి చోట్ల సబ్సీడైయిడ్జ్ హెలీ పోర్టుల ఏర్పాటుకు ప్రణాళిలకు సిద్దం చేస్తున్నామని తెలిపారు. హెలీ పోర్టుల ద్వారా తెలంగాణలో టెంపుల్ టూరిజం అభివృద్ది, నూతన పారిశ్రామిక పెట్టుబడులు వచ్చే అవకాశం ఉన్నదని తెలిపారు. వీటి కోసం కేంద్ర ప్రభుత్వం అవసరం అయిన అనుమతులు, మౌళిక వసతుల సపొర్ట్ కోసం నిధులు ఇవ్వాలని కోరారు. మార్చ్ నెలతో జరగనున్న ఈ “వింగ్స్ ఇండియా -2020” కార్యక్రమానికి అతిథ్యం ఇస్తుండం పట్ల హర్షం వ్యక్తం చేసిన మంత్రి, ఈ కార్యక్రమం ద్వారా ఏయిరో స్పేస్, ఢిఫెన్స్ రంగంలో తెలంగాణలో  ఉన్న పెట్టుబడి అవకాశాలను ప్రపంచానికి పరిచయం చేసేందుకు వీలుకలుగుతుందని మంత్రి అశాభావం వ్యక్తం చేశారు.

వింగ్స్ ఇండియా 2020  కోసం డీల్లీలో  పర్యటిస్తున్న పరిశ్రమల శాఖ మంత్రి కె.టి రామరావు, ఈరోజు పలు ప్రముఖ ఏరోస్పేస్, ఢిఫెన్స్ రంగ కంపెనీల ప్రతినిధులను కలిసారు. ఏయిర్ బస్, జీఈ ఏవియేషన్, సాఫ్రాన్, బిఏఈ (బే) కంపెనీల ఇండియా అధిపతులతో సమావేశం అయ్యారు. ఈ సందర్భంగా తెలంగాణలో ప్రస్తుతం అయా కంపెనీలు నిర్వహిస్తున్న కార్యాకలాపాలపైన చర్చించారు. దీంతోపాటు తెలంగాణలో మరిన్ని పెట్టుబడులు పెట్టేందుకు ముందుకు రావాలని కోరారు. తెలంగాణ ప్రభుత్వం ఏయిరో స్పేస్, ఢిఫెన్స్ రంగాన్ని అత్యంత ప్రాధాన్యత రంగంగా గుర్తిస్తున్నదని తెలిపారు. తెలంగాణ వచ్చాక ప్రభుత్వ సహాకారం, చొరవ వలన ఈ రంగంలో పెద్ద  ఎత్తున పెట్టుడులు వస్తున్నాయని, అయితే ప్రస్తుతం దేశంలో ఏయిరో స్పేస్ రంగంలో మరింత వృద్దికి అవకాశాలున్నాయని, ఈ నేపథ్యంలో తెలంగాణ ఈ రంగానికి ప్రాధన్యత ఇస్తున్నదన్న మంత్రి, కంపెనీల ప్రతినిధులకు తెలిపారు. ఈ సందర్భంగా తెలంగాణలో మరిన్ని మాన్యూఫాక్చరింగ్ (తయారీ) రంగంలో పెట్టుబడులతో ముందుకు రావాలని కోరారు. దీంతోపాటు ఏయిరో స్పేస్ రంగంలో శిక్షణ ( స్కిల్లింగ్) రంగంలో జీఈ, ఏయిర్ బస్, సాఫ్రాన్ వంటి కంపెనీల భాగసామ్యన్ని కోరారు. ఇప్పటికే తెలంగాణలో కార్యకలాపాలు నిర్వహిస్తున్న కంపెనీలకు అవసరం అయిన మానవ వనరుల కోసం తెలంగాణ అకాడమీ అఫ్ నాలెడ్జ్ అండ్ స్కిల్స్ (టాస్క్) తరపున శిక్షణ ఇచ్చామని మంత్రి గుర్తు చేశారు. శిక్షణ కార్యక్రమాల్లో భాగస్వాములయ్యేందుకు ముందుకు రావాలని వారిని కోరారు. ఏయిరో స్పేస్ రంగంలో కార్యకలాపాలు నిర్వహిస్తున్న కంపెనీలకు అవసరం అయిన టెక్ సపొర్ట్ సేవలను వరంగల్ లాంటి ద్వీతీయ శ్రేణి నగరాల నుంచి కూడా అందించేందుకు అవకాశాలున్న నేపథ్యంలో అక్కడ తమ కార్యకలాపాలు ప్రారంభించాలని కోరారు. ఏయిర్ బస్ ఇండియా సియివో అనంద్ స్టాన్లీ, సాఫ్రాన్ ఇండియా సియివో పియర్రీ డికెలీ, బే సిస్టమ్స్ యండి నిక్ కన్నా, జీఈ ఏవియేషన్ ఇండియా అధినేత (కంట్రీ హెడ్) విక్రమ్ రాయ్, తలాస్ కంపెనీ ఉపాద్యక్షులు కపిల్ కిషోర్, యూనైటెడ్ టెక్నాలజీస్ ప్రాంతీయ డైరెక్టర్ సమిత్ రే తదితరులు మంత్రితో ప్రత్యేకంగా సమావేశం అయ్యారు. ఈ సమావేశాల్లో డీల్లీ రెసిడెంట్ కమీషనర్ గౌరవ్ ఉప్పల్ ఉన్నారు.
